NATIONAL WEATHER SERVICE PREDICTS DELAWARE RIVER WILL RISE ABOVE FLOOD STAGE AT RIEGELSVILLE BRIDGE GAUGING STATION

As of 10:30 this morning, water level at the Riegelsville Bridge was at 16.93 feet. The national Weather Service’s Advanced Hydrologic Prediction Service now estimates that it will drop only another 3/4 of a foot to about 16.1 ft. by 7 pm this evening. They expect it to level off at that depth for about 6 hours before beginning to rise again from the second major rain event since Tuesday, scheduled to arrive in our area by 3:00 pm this afternoon.

From there, it is expected to rise about a foot in the next 6 hours, then to steeply rise at the rate of about a foot every three hours until reaching 24.1 feet by 7:00 Sunday morning. There is no forecast beyond that yet, so we don’t know if that will be the crest level or if it will continue to rise. Flood stage in Riegelsville is 22.0 ft. Moderate flood stage is 26.0 ft.

RIVER ROAD UPDATE

Route 32 (FL 6) between Green Hill Road and Route 263 in Solebury Township.

Contractor is currently installating a 1,800-foot concrete retaining wall. The project also calls for installing new guide rail, installing six storm water inlets and drainage pipes, and installing a clay liner along the sides and bottom the Delaware Canal.

Repair coffer dams/pump water on March 10 and March 11

Pre drill piles on March 12 through March 15.

Drill piles from March 12 through March 15.

Cut and install beams on March 14.

The contractor will continue to drill holes for the retaining wall posts and installing posts Mondays through Saturdays through April 19.

The contractor will also be addressing storm water issue along the project area.

Preliminary construction began November 26

Route 32 will be closed and detoured to through traffic 24-hours a day beginning January 7 through the completion of the project in May.

Local access to businesses will be maintained.
Work is weather dependent.

Route 32 (FL 3) between Narrows Hill Road and Route 611 in Durham and Nockamixon Township

Contractor is currently designing the retaining wall that will be installed. The current northbound detour remains in effect. When construction begins on the retaining wall, Route 32 will be closed in both directions.

Construction start to be determined.

The contractor is finalizing the design of the retaining wall and construction will then begin after PennDOT approval.

The contractor has already fabricated sections of retaining wall and will be able to start immediately upon getting approval.

TINICUM TOWNSHIP NOTICE

Hearing before the Board of Supervisors scheduled for March 10, 2008 at 7:30 p.m. "Main Street Development Group, Inc." Curative Application for “Ottsville Square” (Carr Tract) 45 Durham Road, Ottsville: Curative to revise farmland soil overlay for CC, C, LC and PI zoning districts and height restriction in Delaware River Wild & Scenic Overlay for the entire east side of Rte 611. This application is dated December 30, 2004 and it proposes 192 units, community center, pool and parking on 19.68 tract in the CC District. There were 7 conditional use hearings on this application through June 19, 2005. The Conditional use application and the Land Development/subdivision applications are on hold and will be until the Curative application is resolved.
The Township's first witness John Theilacker, AICP, Associate Director of the Brandywine Conservancy is scheduled to have his cross-examination continued during the hearing on March 10th. Robert Gundlach, Esquire of Fox Rothschild has also scheduled the Equitable Owner of the "Carr Tract", Walter Smerconish as his final witness.

An Additional Hearing is scheduled for March 26, 2008 at 7:30 p.m. and the Township's second witness Tom Comitta, AICP, RLA, ASLA, President Thomas Comitta Associates, Inc.  is scheduled to appear.

HELP SHAPE THE FUTURE: CLICK HERE TO TAKE THE CONNECTIONS ON-LINE SURVEY (en español)

Work is underway on the year 2035 update to the Delaware Valley Regional Planning Commission’s (DVRPC) long-range plan for the greater Philadelphia region, entitled Connections – The Regional Plan for a Sustainable Future. The public outreach component of the update is beginning with an on-line survey to gather opinions on regional issues. Input from this survey will help to revaluate and refine the future vision and goals for the key planning areas of transportation, land use, economic development, and the environment, which will form the framework of the plan.

As part of the plan update, a scenario planning exercise will be conducted to compare the continuation of current trends (‘business as usual’ scenario) with the fully implemented strategies based on the public opinion survey and the current long range plan (visionary scenario). Following this exercise, a series of focus groups will be conducted to consider the scenarios and further enhance goals and objectives for each of the key planning areas.

DVRPC will also convene public workshops in each of the nine counties in the DVRPC region to help define the core planning principles and policies for the plan. These workshops will also assist in identifying strategies to achieve the vision and goals and provide initial feedback on transportation investments.

Connections will focus on strengthening the linkages between land use, the environment, economic development and the transportation system. Recent long-range planning policies have emphasized sustainable growth, redeveloping existing regional centers, and funding transportation projects which support the plan’s goals. Additionally, Connections will address new focus areas such as climate change and energy needs.

Regular updates about the Connections Plan will appear on this website and in issues of DVRPC News throughout the duration of its development. DVRPC encourages and appreciates your ongoing involvement and input to developing the new long-range plan and in shaping the future of the Delaware Valley.

26th ANNUAL BUCKS COUNTY SENIOR GAMES


If you have participated in Senior Games in past years, then come on back and join your friends.  If not, here is your chance to have fun and meet new people with the same interests as you.  Participants, for this great event, come from all over the County.  This year’s Bucks County Senior Games will be held in May and June, and over 400 seniors participate each year.  The Games are held for seniors 50 years and older. There are 22 events with something for everyone including: golf, tennis, bicycling, bowling, swimming, badminton, track and field, plus much more!  The purpose of the Games is to encourage seniors to stay healthy and active, and become more health-conscious. In addition to the sports activities, there will be a Health Expo featuring a Fashion Show and Entertainment.  The Games are co-sponsored with the Bucks County Area Agency on Aging, Bucks County Dept. of Parks and Recreation and Independence Blue Cross/Keystone Health Plan East.
Activities will be held at various locations throughout the county, check the listing below. Registration before May 2  will be $8 per person.  Registration after May 2 will be $13 per person. Listed here are some of the major events and locations:

The Tinicum Conservancy is beginning its year of Conservation Spotlight Programs for 2008. These programs highlight some of the reasons for the Conservancy’s preservation efforts.
Please join us for an informative program on GRASSLAND BIRDS. Our speaker will be Kim Van Fleet. Kim is the Important Bird Area (IBA) Coordinator and staff biologist for Audubon Pennsylvania. She has been involved with population monitoring, habitat analysis, and field studies on a number of IBAs throughout Pennsylvania. She will discuss grassland species, their habitat requirements and landowner options for maintaining functioning grassland ecosystems. Come learn about the needs of these very special species and how you can help these birds and conserve grassland habitat.

River Road Still Open for Business

With the holidays only days away, I want to remind you that the businesses, shops and restaurants located on River Road are open despite road reconstruction and repairs in the area. Due to the three major floods we have experienced, most of these businesses are struggling to remain open. It is important that we support all of our local businesses during this season, as they contribute to the unique and charming atmosphere and economy of Bucks County.

Construction is in various stages (from the survey stage to completion) along River Road. When this work is finally finished, we will again have total access to this scenic highway, and it is important that we all do our part now to ensure that these stores and eateries that have been striving to remain in business have our support.

RIVER ROAD CLEANUP

The Tinicum Conservancy is sponsoring the last River Road cleanup for 2007 on Saturday, October 27th from 8:00 AM to 10:00 AM. Volunteers are asked to meet at the Schneiderwind Farm across from the Frenchtown Bridge on River Road. Vests, gloves, trash bags, water and snacks will be provided. If you haven't already done so, please consider volunteering for this, the last cleanup opportunity of 2007. Please RSVP to cedarhil@ptd.net if you are coming. Tinicum Township August Hearing Schedule

Hearing before the Board of Supervisors scheduled for August 7, 2007 at 7:30 p.m. "Main Street Development Group, Inc." Curative Application for “Ottsville Square” (Carr Tract) 45 Durham Road, Ottsville: Curative to revise farmland soil overlay for CC, C, LC and PI zoning districts and height restriction in Delaware River Wild & Scenic Overlay for the entire east side of Rte 611. This application is dated December 30, 2004 and it proposes 192 units, community center, pool and parking on 19.68 tract in the CC District. There were 7 conditional use hearings on this application through June 19, 2005. The Conditional use application and the Land Development/subdivision application are on hold and will be until the Curative application is resolved.
The hearing on July 30th - The Supervisors held the first hearing on the "Carr Tract" Curative application on July 30, 2007. The Applicant submitted a request for an amendment to this validity challenge and curative amendment on July 26, 2007 that the Board of Supervisors discussed but no decisions were made. It is anticipated that further discussion of the amendment request will occur at the beginning of the August 7th hearing along with discussion of requests for party status.
July 26, 2007 request for Amendment - The "Amendment to Application of Main Street Development Group, Inc. for Validity Challenge and Curative Amendment" states that the Zoning Ordinance unreasonably restricts the development and use of the property and the use of land for residential housing of various types to accommodate reasonable overall community growth. The amendment challenges the regulations of the Article VIII "(including without limitation, the Township overlay districts, as set forth in Article 8) for properties located in the Controlled Commercial (CC), Commercial (C), Limited Commercial (LC), Village Residential (VR), and Planned Industrial (PI)." The amendment adds a validity challenge to 806 (d) and 806 (f) which prohibit stream discharge in the Tohickon Creek Watershed Overlay and in the Critical Recharge Overlay in the CC, LC, VR, and PI. The amendment adds a validity challenge to 806 (j) which requires that any development in the Delaware River Wild and Scenic Corridor use natural appearing materials and that development be ameliorated through regarding and revegetation, and be screened and buffered. The amendments are for development in the CC, C, LC, VR and PI zoning districts.

Continuance Hearing August 9, 2007 at 7:00 p.m. #2-2007 Property Owner Royal D. Hearing August 23, 2007 at 7:00 p.m. #5-2007 Property Owner/Applicant William Edmonds requests a Variance from Article IV, Section 401.3 area regulations, including minimum lot area, minimum lot width at setback, maximum impervious surface ratio, and minimum front, side and rear yards. A variance from Article VIII, Section 806c.7. to permit the construction of a single family dwelling within the riparian buffer is also requested. The applicant requests these variances and in the alternative has requested an interpretation that the proposed construction of a single family dwelling in the location of the lawfully existing non-conforming structure is the lawful continuation of a non-conforming use of a building or structure and lawful continuation of the use of the land. Tinicum Township July Hearing Schedule

The July 17th Hearings were cancelled. The next Hearings are as follows:

#4-2007 ZHB Hearing before the Zoning Hearing Board scheduled for July 26, 2007 at 7:00 p.m. "Tinicum Sewer and Water Group, L.P." equitable owner of an 8 acre portion of land owned by Penrose and Marion Hallowell, application dated September 1, 2005, request a variance from Section 806(f)(5) and Section 806(d)(6) of the Tinicum Township Zoning Ordinance to allow stream discharge sewage systems within the Tohickon Creek Watershed Overlay District and the Critical Recharge Overlay District. In the alternative, the Applicant is challenging the validity of the prohibition against stream discharge sewage systems within the Tohickon Creek Watershed overlay District and the Critical Recharge Area Overlay District. The Applicant challenged the validity of the filing fee and escrow for their challenge to the validity of a land use ordinance and did not provide the fee or escrow for their challenge. PUBLIC SAFETY ANNOUNCEMENT & REQUEST FOR EMERGENCY EQUIPMENT

A number of residents experienced a power outage lasting over 24 hours due to severe storms on July 10th. Some residents didn't have power after 40 hours. Being without power in Tinicum also means being without water creating health and safety concerns.

If you or someone in your household has a medical condition or special need that warrants special attention during an emergency situation, please let us know now so that you get needed attention during the next emergency.

Doug Skelton, using a single portable generator assisted residents during this emergency in getting water for their households and horses and their refrigerators chilled. And we know other residents received assistance from their neighbors.

You may want to help out too. Please let us know if you have a portable generator and/or a gas operated pump that you would be willing to lend to the Township for use during an emergency event.

The hearings are pending until written confirmation of the plan deadlines is received.  Details-

On June 15, 2007, the Tinicum Township Solicitor Robert Sugarman and Township Manager Linda McNeill met with attorney Robert Gundlach and Jessica Woll of Fox Rothschild and landowner Robert Sigety to discuss meeting schedules for the multiple development proposals of Piper Group and Main Street Development Group. Robert Gundlach told the Township that on Monday, June 18, 2007 he will be submitting a letter for each of Main Street's and each of Piper Group's development proposals, extending the deadlines on every development. He has requested that the hearings on these development proposals currently scheduled for June 15th and June 19th be cancelled. And he has requested that the announced continuance hearing for July 2 and July 30, 2007 also be cancelled. If the Township determines that Mr. Gundlach's extension letters eliminate the need to take any action and/or make any decisions on the current development proposals, the Special Meeting scheduled for Monday, June 18, 2007 at 8:30 p.m. will be cancelled. 

- The Township expects the Developer to return to the Planning Commission for review of the Subdivision and Land Development Applications.  Details-

Each of the applications for the development proposed by Main Street and Piper Group contain components that require advertised formal hearings by the Board of Supervisors (conditional use & curative applications) as well as subdivision and land development components that are reviewed primarily by the Planning Commission. Robert Gundlach said that he will be outlining a review schedule for the subdivision and land development applications and expects to attend the Planning Commission's meeting on July 24, 2007 to have at least two of the current development plans reviewed by the Planning Commission. Mr. Gundlach said that he will be requesting indefinite extensions on all of the conditional use application components, reserving the right to request a hearing on any or all of the applications with 30 days notice, and recognizing that if he requests more than 1 hearing in 30 days, it may necessitate multiple hearings on the same night. The Township would also have the right to request that the hearing(s) be scheduled within 30 days. Mr. Gundlach directed the Township to advertise a Hearing with the Zoning Hearing Board for "Tinicum Sewer and Water Group, L.P.'s application requesting a variance and challenging the validity of the Township's ordinances on the property owned by Penrose and Marion Hallowell. This application seeks any relief required to allow the proposed sewage treatment plant to discharge its treated effluent into the Tohickon Creek. Mr. Gundlach also told the Township that he wants to combine his "curative challenges" to the Township's farmland soils preservation ordinances and request that curative hearings be commenced. No dates have been set.

4/4/2007 - 2007 Southeastern Pennsylvania Regional Household Hazardous Waste  Collection and Old Computer Recycling ProgramMany household products contain chemicals that when discarded  contribute to the contamination of our environment by contaminating  our soil, air and water. A Household Hazardous Waste Collection  Program provides the opportunity to reduce the amount of hazardous  household chemical waste that is flushed down the toilet and kitchen  drains, disposed of in the backyard, dumped into storm drains or  simply disposed of in the municipal waste stream. These typical means  of disposal are both hazardous to public health and unnecessary. Yet,  they continue because individuals are frequently unaware that many  useful products contain hazardous chemicals. It is the consumer’s  responsibility to use and dispose of household products safely.  Certain household waste should be brought to community household  hazardous waste collection events for proper disposal. Five hazardous waste collection events are scheduled in Bucks County.  For more information go to www.buckscounty.org and click on “How do  I Recycle”.   Items being collected include: Pesticides such as Chlordane, Sevin, DDT or Malathihon, toxic materials such as weed killer, mercury, pool chemicals,  photographic chemicals, rust remover and wood preservatives, flammable materials such as oil based paints, varnishes, paint  strippers, thinners, gasoline, kerosene and other solvents, caustics such as oven cleaner, lye and ammonia based cleaners and household rechargeable and button type batteries as well as automotive batteries Gas cylinders weighing 20 pounds or less

Posted 2/8/2007 The Board of Supervisors announces that Representatives from Commonwealth Telephone Company will be present at their next meeting on February 20th to discuss present and future service in the Township and to answer residents' questions about phone and internet services.

Bridge Updates - At Penn Dot’s request, the Board of Supervisors adopted another resolution on
January 17, 2007 affirming the Township’s intent to enter into an agreement with Penn DOT to accept the turn back of the Geigel Hill Road Bridge. The Supervisors are waiting for Penn DOT to set up the next meeting.

And at their meeting on
February 6, 2007 the Board of Supervisors accepted over 100 petitions from Township residents who requested that the Township accept ownership of Headquarters Road Bridge after Penn DOT rebuilds and provides a lump sum maintenance fund this single lane historic bridge with alterations to include widened approaches, and widened deck. The Supervisors are giving careful consideration to this request for  reasons including: that the bridge has been determined to be a contributing element to  the Ridge Valley Historic District, that Penn DOT will not rebuild an one lane bridge, but will do a take back transaction with the   municipality at their expense that there is a safety concern in that a two lane bridge at that  location will encourage vehicles to maintain or increase their speed   despite the fact that sharp corners are just ahead on the east end of the bridge
that a two lane bridge will encourage the use of Headquarters Road as  a through route for heavy truck traffic that Penn DOT has informed Supervisor Budd that in exchange for a take  back by the Township, they are prepared to pay the Township $200 per square foot of deck surface, and they are prepared to work with the   Township on the design, and to pay for and manage the engineering and   construction of the replacement one lane bridge. The Supervisors will continue discussion of the
Headquarters Road Bridge during their February 20th meeting.

On Feb 12 the Tinicum Township Historical Commission will meet at the township building to show the collection of photos they have accumulated for their "Images of Yesteryear" book project. With a few exceptions, the Historical Commission's photo 
collection has the township pretty well covered.

The Historical Commission would like to invite any neighbors, especially old-timers, you think might be able to add photos or commentary to help flesh out the  outline they have proposed for this photo history of Tinicum.

The Tinicum Township Board of Supervisors will have just one meeting in November due to the Elections. They will meet on November 21st beginning at 7:45 p.m. Robert Gundlach, Esquire has requested placement on that evening’s agenda for his clients, Main Street Development Group, Inc. and Piper Group, Inc. He intends to present the Board with a proposed compromise plan with respect to the development of these properties. Bucks County has provided the Township with the Voluntary Participation Agreement forms for FEMA’s Hazard Mitigation Grant Program. Residents who wish to participate in this voluntary acquisition program, which provides full market value buyouts for flood-damaged homes, should call the Township for more information. Geigel Hill Road Bridge
Boyce Budd, reported that on August 15th the Township received a letter from Rina Cutler, District 6.0 Deputy Secretary of Administration, acknowledging receipt of our letter and talking about the take-back program. He said PennDOT had now signed the supplements to the contract to award Benesch the engineering contract. He said that PennDOT had also decided to outsource the management of the project and had agreed to let the Township have status meetings as the project moves forward. B. Budd said that in terms of payment to the Township, Cutlers letter stated, "it is anticipated to be greater than the long standing standard of $80,000 will be made at ownership transfer." He said that this would be put into a special Township fund to be used for bridge maintenance only.

Headquarters Road Bridge
Tinicum Township will participate in a meeting with PennDOT and the Army Corps of Engineers, the Pennsylvania Historical and Museum Commission, and consulting parties on October 20 th . The following information was provided to the Township from PennDOT’s Portfolio Manager on September 27 th . Introduction. The Pennsylvania Department of Transportation (PennDOT) is proposing to rehabilitate or replace the existing Headquarters Road Bridge over Tinicum Creek Bridge (State Route 1012, Section BRC) in Tinicum Township, Bucks County, Pennsylvania. This project, which is financed with 100 percent state funds, is intended to satisfy safety concerns associated with the deteriorating structure in addition to improving efficiency at the bridge. The bridge’s rehabilitation or replacement is critical to the community since the adjacent Geigel Hill Road (SR 1014) Bridge over Tinicum Creek is currently closed. With Geigel Hill Road being closed, the community would face extensive hardship and elongated detours if the Headquarters Road Bridge (SR 1012) deteriorated to the point of closure. The Headquarters Road structure is located within the National Register-listed Ridge Valley Rural Historic District near the intersection of Headquarters and Sheep Hole roads. The Ridge Valley Rural Historic District was determined eligible for listing in the National Register on December 7, 1990, and was listed in the National Register on July 24, 1992. There has been extensive coordination on this project to date between PennDOT, the U.S. Army Corps of Engineers (USACE), the Pennsylvania Historical and Museum Commission (PHMC), neighboring community groups, and local historical preservation organizations. This open communication will continue throughout the duration of the project. In addition to numerous meetings PennDOT and its consultants have had with the Tinicum Township Board of Supervisors, a public meeting occurred on September 6, 2005 to discuss the project design and a Section 106 Consulting Party Meeting occurred on August 14, 2006 to discuss the design process, review potential alternatives, and identify the next step in the design process. Project Description. The existing structure on Headquarters Road is an 80-foot long, three-span concrete-encased steel girder bridge with stone masonry abutments and piers over Tinicum Creek. From the south, Headquarters Road curves to the left across the bridge to form a “T” intersection with Sheephole Road. Sheephole Road is an unpaved road. The area is predominantly surrounded by farmlands. The paved approach of Headquarters Road is about 19 feet, 6 inches wide and contains no shoulders. The Average Daily Traffic volume is about 650 vehicles. The road is posted for 20 miles per hour. On April 28, 2006, the U.S. Department of the Interior affirmed that the bridge is still a contributing element to the Ridge Valley Rural Historic District. As a result, PennDOT will examine the project by evaluating six different improvement alternatives. The six alternatives are:

• No Build

• Rehabilitate Existing Structure

• Construct New Structure on New Alignment

• Construct New Structure on Existing Alignment (full replacement)

• Construct New Structure on Existing Alignment (existing piers to remain)

• Construct New Structure on Existing Alignment (existing piers and abutments to remain)

This project, should a new or rebuild alternative be selected, will feature a context- sensitive design that incorporates the original stone masonry into the proposed bridge. To meet the spirit and intent of Section 106, PennDOT, on behalf of the USACE, has, and will continue to, request the views of consulting parties on findings and determinations regarding historic properties for the S.R. 1012, Section BRC project. For this project, in addition to PennDOT and the PHMC, consulting parties may include representatives of local governments, federally recognized Indian tribes, and others who meet the definition of a consulting party. The goal of consultation is to identify historic properties potentially affected by the undertaking, assess effects to historic resources, and seek ways to avoid, minimize, or mitigate any adverse effects on historic properties.

KING OF PRUSSIA, PA (October 3) – The Pennsylvania Department of Transportation (PennDOT) today announced that construction is scheduled to begin Monday (October 9) on a $8.2 million project to rebuild and rehabilitate the Route 611 Bridge over Deep Run and Creamery Road and the Route 611 Bridge over Tohickon Creek in Bedminster and Tinicum townships, Bucks County. Crews will work weekdays from 7 a.m. to 5 p.m. through December 2008. During construction, Route 611 will remain open to one lane of traffic in each direction. Motorists should experience little delay due to the bridge work but they should nevertheless give themselves extra time to travel through the construction zone. Beginning Monday, PennDOT will reconstruct the shoulders on Route 611 between Route 413 and Creamery Road to accommodate traffic during construction. Once the shoulders are rebuilt, PennDOT will rehabilitate the bridges in half widths. PennDOT will improve the Route 611 Bridge over Deep Run and the Route 611 Bridge over the Tohickon Creek by repairing the superstructures, parapets and resurfacing the bridge deck. Crews will also paint the structural steel, reconstruct and resurface the roadway approaches and shoulders, improve drainage, install guide rail, impact attenuators and pavement markings. The three-span steel stringer bridge over Deep Run was built in 1950. It is 44 feet wide and 187 feet long. The five-span steel stringer bridge over the Tohickon Creek is 43 feet wide and 285 feet long. Both structures carry 14,609 vehicles a day. J.D. Eckman, Inc. of Atglen, Pa. is the general constructor on the $8,217,522 project that is funded with 80 percent federal and 20 percent state funds. Construction is expected to finish by December 7, 2008.

Tohickon Creek Bridge Replacement Point Pleasant PennDOT is currently identifying individuals and organizations with a demonstrated interest in the River Road over the Tohickon Creek Bridge Replacement Project as required for the Section 106 review. Supervisor Nick Forte will continue to be the representative for the Township.

  Bridge Updates
        Update on Headquarters Bridge over Tinicum Creek - Boyce Budd attended a meeting at PennDot's King of Prussia office on August 14th regarding the Headquarters Road Bridge. The Supervisors previously approved PennDOT’s proposal for replacement of piers and the stone abutments when the bridge is replaced with a two-lane bridge scheduled for 2008. However, since this bridge is in the Ridge Valley Historic District and has been considered to be a contributing element to the District, the design has to meet the scrutiny of different agencies. Budd reported that approximately 16-20 people attended the meeting August 14th meeting with PennDOT representatives, where representatives from the Pennsylvania Historical and Museum Commission (PHMC) and the Army Corps of Engineers (ACOE) asserted some control over the design for the replacement bridge by requiring the retention of some of the historic elements of this bridge. Budd said that the decision was made to remove the old piers and reconstruct them with the same stone so that there would be two piers installed where the previous design had one. Budd reported that PennDOT had agreed to provide open parapets that give strength but allow people to see. The new bridge is to be 24 feet wide with a flare at the end that would accommodate emergency vehicles. Its replacement is scheduled for 2008, after the Geigel Hill Bridge is open.

        Update on Geigel Hill Bridge over Tinicum Creek - PennDOT’s Deputy Secretary for Administration and Acting District 6-0 Executive, Rina Cutler responded to Tinicum Township correspondence regarding this bridge by letter of August 15, 2006. PennDOT is awaiting submission of the design supplement from their design consultant before they advance the design process. Mr. Thomas Stefanik, PennDOT’s District 6-0 Municipal Services Specialist has been working with Boyce Budd on the turnback associated with this project. PennDOT expects input from the Township throughout the design process and will be meeting with the Township on a periodic basis to discuss the progress of the project.

Posted 6/30/2006 - Press Release  Tinicum Township has restricted access to all flood zone areas. This restriction is being issued for the safety and protection of all residents of the community. As the waters recede, access will be limited to affected residents and emergency management personnel until further notice. The National Guard will be aiding with access control and emergency operations. All unauthorized persons entering the flood zone will be arrested. Watch the news for updates on access to local roads.

Cost: $6.00 per person.  The fee includes use of a canoe, paddles and life vest.

Join the Park staff for a 2-hour canoe paddle around the Giving Pond Recreation Area.   The staff will teach canoe basics for those in need and spend the rest of the time paddling and discussing the Pond wildlife. Arbor Resources, LLC is seeking to lease mineral rights for oil and gas primarily from property owners in Nockamixon Township but some Tinicum residents have also been contacted.

Property owners who are considering whether to lease oil and gas rights should seek legal advice prior to entering into a contract.  The Bucks County Bar Association at (215) 348-9413, (800) 479-8585) can provide information on lawyers with experience in mineral leases.  Residents may contact
Tinicum Township for information and also to report solicitation or peddling. Tinicum Township regulates peddling in the Township and Arbor Resources, LLC does not have a permit.

4-18-06 Geigel Hill Road Bridge Update
Boyce Budd reported that Engineer Joel DeFreytas met with Ottsville Volunteer Fire Company's Chief (and the Township's Public Works  Director) Doug Skelton to review his concerns regarding the ability of the Fire Company's large trucks to enter onto, and travel through, the proposed bridge.

They determined that the width of the proposed bridge opening would not be a problem since it will provide a lane width from curb to curb of 12 feet eight inches with an opening dimension of 14 feet and the Fire Company's widest truck is 9 feet 6 inches.

They also determined that the existing western approach does not provide a desirable alignment to accommodate the Fire Company's longest truck which is 41 foot 6 inch long and so have designed an 
alteration to correct this.

Boyce Budd will be meeting with Penn-Dot’s engineer, Randy Wanger in the next week or so to discuss Joel DeFreytas' design concepts and to further negotiate the terms of the Township's agreement with Penn-DOT for the bridge take back.

Geigel Hill Road Bridge - Following the receipt of an email from Chuck Davies of Penn DOT and the subsequent discussion of this bridge at the Board of Supervisor's meeting on March 7th, Supervisor Budd contacted Mr. Davies and reminded him that we are still awaiting a complete response to our Nov 1, 2005 letter in which the Supervisors informed Penn DOT that we are ready to move forward with the Penn DOT 'take back' proposal for the Geigel Hill Road bridge. This plan is the quickest way for us to get a new structure which will handle our heaviest and longest fire vehicles safely while costing the Township nothing and with Penn DOT contributing at least $80,000 to a Township Bridge Maintenance Fund. (Our fire company chiefs will have an opportunity to review and comment on plans before they are finalized.)  Davies reported that a new project manager is being appointed for this project, that that person will respond to our letter and will also set up a meeting with the Penn DOT engineering contractor to develop final plans.   The ball is in the Penn DOT court to take these next steps.

Headquarters Road Bridge - In our letter dated Nov 1, 2005 to Penn DOT, we accepted Penn DOT's proposal for a replacement for this bridge.  We added five conditions which we had previously discussed with Penn DOT and which they agreed were not a problem.  One of those conditions was that Penn DOT had to be prepared to install a temporary bridge if the Headquarters bridge were to fail because having the Headquarters and Geigel Hill Road bridges out of operation would be intolerable.  As with the Geigel Hill Bridge report above, Mr. Davies told us that the newly appointed project manager will handle both bridges.   We are awaiting contact from this party as to the next steps on this project.

March 22, 2006, Boyce Budd received a call from Chuck Davies, bridge specialist with Penn DOT saying that a   response to the Township's November 1, 2005 letter has been circulated and is awaiting approval of Rina Cutler, acting Executive Director of Penn DOT, District 6.  Davies provided his assurance that Penn DOT's written response contains no surprises and will allow the Township to get started with both the Headquarters Road Bridge and the Geigel Hill Road Bridge projects

A motion to quash the application was filed by special township counsel.

This continuance was requested by Mr. Gundlach on August 29, 2005. Main Street's engineer David Fehr continued his testimony about this proposal and Tinicum Township's Special Counsel, Stephen Harris began his cross-examination.  Concerned citizens in the surrounding community packed the May 9 hearing.  The next hearing is scheduled for Wednesday, May 18 at 7:30 p.m. This meeting was canceled.

Sat.  April 16th - 9:00am - 3:00pm Riegelsville Command Center

(Command center is at St. Peter's Lutheran Church - from Rt 32 north, make sharp left at only light in Riegelsville - church is at top of hill)First, a HUGE THANKS to all of the volunteers that came out last Saturday to help with the clean up at Riegelsville through to Point Pleasant. Our plan is to primarily focus in the Riegelsville and Upper Black Eddy areas on Saturday, April 16th. We have plenty of water, bleach and trash bags donations as well as emergency clean up kits. We also have plenty of food donations for the flood victims and lunches/drinks for the volunteers for Saturday.
However, we still need volunteers to come out and help shovel mud, move debris, scrub homes and simply lend a hand. Pick up trucks are always welcome as we plan to haul more debris to dumpsters made available by the townships. Wear gloves and old clothes. The township has made two dumpsters available in Point Pleasant for those local residents effected by the flood.  Tinicum Township has Water Testing kits from the Health Department, Clean Up Kits from the Red Cross, and forms to apply for Damage assistance

Main Street Development has also filed a curative amendment challenging the validity of the limits set by the Zoning Ordinance with respect to development on Prime Farmland and Agricultural Soils and on building heights for properties zoned commercial and/or industrial and the Township's fees. The next Hearing date was announced as April 11 at 7:30 p.m. at which time Gundlach will continue his presentation.

The Bucks County Commissioners and the Bucks County Department of Community & Business Development announce A Workshop for Small Businesses: Government Contracting Opportunities and Business Certification.   The workshop will be held Thursday, April 28, 2005, at the Bucks County Community College, Swamp Road, Newtown Township, in the college's Library Auditorium, from 8 a.m. to 4 p.m.  Representatives from federal, state, and county governments will discuss contracting opportunities for small businesses, and how to become certified as a women-owned and/or minority-owned business, and the benefits of certification status.  Click for a registration form.  More info available on the County of Bucks website, www.buckscounty.org.

The Tinicum Township Supervisors are looking for four senior citizens to accompany one of them and to serve as delegates to represent the local community at the Bucks County Summit on Aging. The summit is scheduled for May 25, 2005 at the Bucks County Community College, Newtown, PA.  The summit will focus on the positive aspects of aging and how a community can be enhanced by "capitalizing on our only growing natural resource: Aging, vibrant people, with much to contribute."  The hope is that these individuals will learn what other communities are doing to make communities "elder friendly" and learn about available resources for seniors through the County.  Please call the Township at 610-294-9154 and ask for the Manager to volunteer and to get more information.

United States Department of Agriculture Rural Development (USDA) has provided the Township with applications for very low interest loans (1%) or grants to low income elderly applicants to remove health and safety hazards in their home. Grants up to $7,500 may be available to qualifying elderly applicants (62 and older) for repairs including heating/cooling, plumbing and electrical repair and roofing.  Visit the website http://eligiblity.sc.egov.usda.gov or call the Township at 610-294-9154.

The Board of Supervisors has scheduled hearings for the Piper Group's Conditional Use Application on February 15 at 8:30 p.m., February 17th at 8:00 p.m. and March 9th at 7:30 p.m.  Call the Township Building for further information.

On February 7, 2005  The Tinicum Board of Supervisors and Manager met at PennDOT's District 6 Office with Deputy Secretary of Transportation, Gary Hoffman, Chief Engineer M.G. Patel, District Administrator Andrew Warren and PennDOT Engineers Vito Genua, Chuck Davies, Javier Salguiero, Tom Macioce, and Randy Wanger.

The Township Supervisors gave a "thumbs up" to the proposal from Deputy Secretary Hoffman for a "Design/Build" bridge concept to speed the process so that there will be a 2005 construction start. Patel said that the "Design/Build" process for a metal truss replacement bridge using Tinicum’s
9-15-04 design criteria would begin in early March 2005. A Public Meeting (date to be announced) will be held in the Township Building to display the proposal for the replacement bridge.

The 2005 Arts Festival kick off meeting is planned for Sunday Feb 27, 1:30 pm, at the Ottsville Fire House Social Hall, back of the firehouse, Durham Rd, Ottsville.  Everyone is invited.   We'll talk about plans and ideas for this year's Festival and places where volunteers are needed.  For more information call Pat Lesko 610-847-8304.

The next hearing for the Piper Group's Conditional Use Application is on January 18 at 8:30 p.m. following the Supervisors' meeting.

Supervisor Chairperson Nick Forte attended the Bucks County Commissioners' Meeting on January 5th. Nick is very happy to report that the Commissioners approved a contract to John Milner Architects, Inc. to provide professional services for the restoration of the Erwin-Stover House located in Tinicum Park. Nick joins the residents in Tinicum Township and in Bucks County in sending a Big Thank you to the Bucks County Commissioners for their efforts toward restoring this community treasure.
